Kemins hopes to bring fiscal realism to board

Bob Kemins is hoping to use his past committee experience to help make the Carroll ISD the best it can be.


"This district has been great to my children, and my goal is to enhance that for all the students," Kemins said. "In short, Bob Kemins is no one's dog or pony. While I have a core set of beliefs that guide me, inherent in those core beliefs is making CISD the best district it can be."

Kemins filed for Place 7 on the CISD school board. He and his family have lived in Southlake for almost 13 years. Kemins has one daughter who attended CISD schools from kindergarten through 12th grade and two other daughters who are in their junior year at Carroll Senior High School (CSHS).

"My children are involved in lots of activities, and I got involved with committees, but you can only take that so far. If you want a hand in policy making, you have to be a member of the school board," Kemins said. "I just decided I wanted to have greater say in how things are done."

In the past, Kemins was a member of the long range facilities planning committee, the bond advisory committee, the budget and finance committee, the district advisory committee and the CSHS campus advisory committee.

"I think my work on the committees will help my campaign. There's a record of things I'm for and against. I won't be going in totally blind with issues facing district, and I think that I bring a fresh set of eyes to the issues," Kemins said. "I'm also my own person, and I have certain ideas about what's good for the district. Anyone who tries to pigeonhole me will be both unsuccessful and disappointed."

Kemins said he is in favor of the school district being as creative as possible in managing Robin Hood effects.

"I was against though, what in my mind was an ill-conceived and poorly defined tax increase. I am aligned with no one but the taxpayers who fund the CISD and the children who attend it," Kemins said. "The amount of money we lose because of Robin Hood is one of the biggest problems, and I'm excited to work on the plan to get around that. I want to manage the school budget not as if everyone in Southlake has fortunes sitting in their living room that can pay what they want; I want to take into account people still trying to recover from the financial downturn."

Kemins said he will bring a sense of fiscal realism to the budgeting process. He said he's also in favor of term limits for school board members.

"I don't know if it's healthy to have the same people in place. I see no reason why CISD board members should not be subject to the same term limits as Southlake City Council members. To me it is just common sense," Kemins said. "How many times have you misplaced something in the house and could not find it no matter how hard you looked? Then a new person comes in to look and finds it right away. A fresh set of eyes brings new ideas and perspectives. That is true when looking for a lost set of keys along with trying to figure out how to balance the CISD budget, without raising taxes."

Kemins said in the past he worked with Sherri Williams, who currently holds Place 7, on a number of committees.

"I know John Thane a little better than Sherri, so I knew his views about the district," Kemins said. "I haven't heard a thing about if she'll run again, but if she wants to run, it's certainly her right."

Williams could not be reached for comment.

Currently, Kemins is the only candidate who has filed for Place 7. He said his campaign strategy will change if he runs unopposed.

"If March 1 comes and there's no opponent, then there's not much to do. If there is, I have to get out there and tell the voters why I'm the better choice. I don't think my strategy would change if I face an incumbent or a new person," Kemins said. "Right now, I'm just getting the word out that I'm running."
